Keystone XL Pipeline...is it really a controversy?

I'm frankly mystified by all the hullaballoo over President Obama's decision not to approve the Keystone XL gas pipeline project.  Why?  Because if I'm not mistaken,  the issue is a straw horse.  I believe that I heard a top executive of the Keystone XL project saying in a radio interview that the timeline which Congress insisted the President meet was not a realistic or desirable timeline because Keystone XL has not yet decided what route the pipeline is going to follow yet.  The original route proposed some many months ago was disapproved based on a lawsuit from one of the states.  And Keystone is working on coming back with an alternate.  They hadn't done so by the time the artificial deadline arrived.  If the President approved the project lacking information so central to knowing what it is,  that could poison future litigation over the course of the pipeline.   Pretty simple really.  You wouldn't want to forced to approve buying an automobile without being able to tell whether the engine under the hood was street legal or even ran.   I think the President exercised his responsibilities.  I think that the congressional attempt to put him in a corner as if it were a 'jobs and energy' question is another example of complete lack of integrity and honesty.  And the oil industry barking about not supporting jobs is opportunistic jackal behavior.  With the pack in full cry,  I can go for a bite of the victim too. And I don't have much more patience with the environmentalists who should give honor to the 'due process' needed to make a good decision.   I hope people are smart enough to take a closer look.  This is a clear display over uber-cynical behavior.   And there are way too many of those these days.
