The Bush White House One Percent Rule

confuses me. If I understand it correctly, VP Cheney articulated a concept for decisionmaking in regard to our national security which went something like this: "If there's a one percent chance that a particular threat could take place and wreak havoc with our way of life in the US, we must treat it as a certainty and plan as if it is going to happen." I don't disagree with the intent of that statement so much as find myself asking a parallel question with perplexity. Isn't there more than a one percent chance that climate change is accelerating and taking place because of human influences in ways that could seriously disrupt the American way of life? If so, why would the administration not apply the one percent rule to that issue? What it suggests to me is that we are being led by people who know how to use logic...selectively. Tunnel vision is really great for seeing where you're looking. It just doesn't work very well at assessing a 360 degree world.
